No, tolls are not worth it. It is another way to rip-off working Virginians without providing equal or better transportation service. For the next 75 yrs, Transurban and VDoT will rip-off commuters with no CAP on the toll. Regular lanes capacity cannot be increased without paying penalties to Transurban.
I-395 / I-95 HOV-3 was working fine before toll lanes, VDoT's 2010 study showed that 2 HOV lanes took 14% more passengers than the 3 regular lanes.
